The author analyzes structure of production expenses, specific weight of separate types of production in revenue of plant growing and animal husbandry, estimates growth rates of productivity and compensation by these types of production. In plant growing despite fluctuations product cost in four years grew on all cultures. In animal husbandry annual fluctuations of product cost and growth rates are rather lower. The structure of production expenses of plant growing and animal husbandry underwent changes. The change in price for the acquired current assets and services of the third-party organizations had the greatest impact. The made analysis and an assessment of tendencies of change of prime cost of commodity types of production of plant growing and animal husbandry for 2009-2013 on the agricultural organizations of Stavropol Krai showed that by the majority of types of production of plant growing and animal husbandry the growth rates of labor productivity calculated in natural volumes lagged behind growth rates of compensation that in principle means growth of a salary with assignments per 1 c of the made production. For a certain period the advancing of growth rates of compensation over growth rates of its productivity is allowed

A fairly common form of small business in the agricultural sector are the peasant (farmer) economy. Small farms along with private households and other agricultural enterprises constitute the main element of the agrarian economy of the Amur region and play a significant role in agricultural production. Qualitatively new level of development of agricultural enterprises subject to the availability of significant financial resources and develop medium-and long-term government programs that support them. Today in the Amur region the long-term target program «Development of agriculture and regulation of markets of agricultural products, raw materials and food of the Amur region for 2013-2020» works. Volume of financing of the subprogramme in 2013-2020 at the expense of means of the regional budget is 314953 thousand rubles. The Russian government approved the allocation of funds to development farms in the regions in 2015. It planned to provide more than 35 million rubles. In addition, it planned a number of activities within the subprogramme «Development of the agroindustrial complex of the Far East and the Baikal region of the state program of the Russian Federation «Socio-economic development of the Far East and the Baikal region 2014-2025 years». The revealed problems demand the new optimum decisions capable to give an impulse and to set a vector of development of small business in rural areas.
In article positive sides and problems of formation of a control system of agrarian and industrial complex during the 70-80th years are considered. At a stage of formation of agrarian and industrial complex each of the farmer's partners (the enterprise and the organization of system of melioration and a water management, agricultural machinery, rural construction, agrochemistry) developed separately, weren't aimed at production of end products. The system of food supply needed uniform governing body. At the regional and regional levels associations, on allied and republican - the State agricultural industries began to be created agro-industrial. There was a search of the new forms of government. Agro-industrial combines, production and scientific and production associations were created. By the end of the 80th years the control system, opportunity to urge on heads of farms significantly significantly changed decreased.
Modern conditions of managing in which the agrarian and industrial complexes organizations function, result in need of improvement of system of the accounting of risks which basis is classification of risks. Feature of classification of risks of the agrarian and industrial complexes organizations is its convention as it is difficult to carry out the tough section of borders between types of risks there is a set of methods of definition of probability of losses which allow to make a rough estimate of total amount of risks for the agrarian and industrial complexes organizations. Management of risks defines ways and possibilities of ensuring stability of the agrarian and industrial complexes organizations, their abilities to resist to adverse situations. Authors offered procedure of acceptance and implementation of administrative decisions for the purpose of implementation of the analysis and an assessment of risk, development of ways of its decrease at management of agro-industrial production. The offered approach to the analysis and assessment of possible risk situations at adoption of administrative decisions will allow to model on the basis of the chosen indicators characterizing risk level versions of alternative decisions and the expected results of losses for each option of development of a risk situation.
Approaches to evaluating the effectiveness of agriculture’s state regulation existing in modern science are quite versatile. However, they do not fully consider the specifics of local regions. Analysis of the number of sources leads to the conclusion that the system of uniform criteria for evaluating the effectiveness of state regulation has not been developed, and most currently known methods can be divided into complex and private. According to the author, these methods do not allow for an objective assessment of the effectiveness of state regulation in the territories of the far North. They do not consider regional specificity of the North and ignore the interaction of agriculture with other sectors of society (science, education, social, infrastructure, information technologies, etc.). An improved method for analyzing the efficiency of state regulation of agriculture of the Far North proposed in the article. For agriculture in which development the exclusive role belongs to the state, a balance assessment including at the complementary level, has to become an integral part of achievement of stability.
In the conditions of sanctions and embargo the state is interested to adjust modern system of consumer cooperation in service of country people, to satisfy needs of residents of the village for goods and services more stoutly and more qualitatively. Activity of consumer societies and unions of consumer cooperation of system of Tsentrosoyuz of the Russian Federation in system of national economy, a role of consumer societies in food supply, development of a network of services in rural areas, a consumer cooperation place in formation of food resources is considered by authors, the directions of development of cooperation are offered. From the government power structures more purposeful work on involvement of the available consumer cooperation potential on the solution of major problems on food supply of the population of the country as domestic food is necessary. Authors recommend to develop and accept the target program for support and stimulation of activity of consumer cooperation of Tsentrosoyuz of the Russian Federation. The main measures of the state support and stimulation of activity of consumer cooperation have to be aimed at the development of its economic opportunities for improvement of trade and other service of villagers. Forms of the state support and stimulation of activity of consumer cooperation are tax, financial and other incentives.
In recent years there are serious institutional changes in activity of agricultural credit consumer cooperatives directed on introduction of state regulation, control and supervision of their activity. Development and acceptance of the coordinated positions between Bank of Russia, the Ministry of Agriculture of the Russian Federation and authorized representatives of the market of agricultural credit cooperation on the main mechanisms (actions) of regulation of the market of the financial services aimed at the forward and system development by SKPK is most actual. In article measures for development and regulations of activity of agricultural credit cooperatives are offered. During the analysis features and problems of agricultural credit cooperation, a way of their decision are revealed, the risk-focused approach to state regulation and supervision is offered. For introduction the risk-focused approach to regulation and supervision everything SKPK can be shared into three groups depending on their hierarchical level, number and volumes of attraction of personal savings of members and the associated members, the average annual size of assets. Development, acceptance and performance of the offered actions will promote high-quality development of agricultural credit cooperation and expansion of access of country people to financial services.
Currently, the world community faces a number of challenges in the development of agriculture innovation. The main of them is related to the commercialization of new developments. Development of agriculture on the basis of innovation has the ability in the foreseeable future to justify its expectations, is possible only with the full and comprehensive resource for this process, which allows to overcome the inertia of its features, and often stagnant and even regressing nature. The article describes the components of the innovative mechanism of the regional agro-industrial complex as a complex integrated structure; the features of the innovation system agribusiness across the country, regions and individual economic entities in unstable financial and economic situation; It highlighted the need to monitor and stimulate innovative activity agriculture, indicate a need for improving them to meet modern conditions of the Russian economy that need to ensure a clear response and interaction between all parties and components of the investment process; determined the value of the evaluation of the effectiveness of innovative development of agro-industrial enterprises and the innovation infrastructure in the region to meet the specific indicators of quality solutions in relation to the assessment of the effectiveness of innovative development of regional agriculture. Particular emphasis is placed on the financial terms of the implementation of high-tech innovative projects.
