There are main tendencies in vitivinicultural sector of EU countries: a decrease in the areas under vineyards, a slow increase of production, an active influence of the region on the market of grapes, orientation to production of wine. The policy of governmental regulation in the EU’s vitivinicultural market includes special bonus payments from the budget of the EU for wine-growers for refusal of production of grapes, a quota of a vykorchevka of vineyards, the limited rights for cultivation of grape culture. Organic vitiviniculture is one of the major innovative directions in many countries of the world. Production of organic grapes in the southern and other regions of Russia will increase their tourist appeal, will give bigger incentive for production of the corresponding domestic production.
In article domestic and foreign experience of formation of system of wholesale trade is considered. The wholesale trade has the features in each country caused by certain customs, traditions and existence of appropriate resources. Wholesale food structures in all countries with market economy are supported by the state. The wholesale food markets constantly improve the work, render new types of service, adapting to requirements of the buyer. In Russia, unlike other countries, the wholesale food markets and distribution centers function in various organizational and legal forms, use the fruit and vegetable warehouses constructed during the pre-perestroika period, bases of consumer cooperation, refrigerators and other objects of market infrastructure which demand modernization for their effective functioning today. The condition of strengthening of competitive positions of the wholesale market is a decrease in expenses and improvement of quality of the rendered services.

High economic results, gained from creation and developments of innovative system in the agrarian and industrial complex sphere in the State of Indiana allow to consider this system as model of regional innovative development. A key element of model is existence of partnership between university science, business, the authorities and the public. In medium-term prospect existence of innovative system has considerable impact on economic development of staff in general: from backward the State of Indiana passed in national leaders in production of a number of agricultural products. The agriculture of the State of Indiana holds a leading position in the USA on production of corn, soy and wheat, and also pork, a bird and dairy products.
In the conditions of reduction of a gain of a manpower paramount value gets increase of their qualitative characteristics, rational use of the available manpower and employment of the agricultural population. Authors allocated the following tendencies in providing the village with a manpower: reduction of number of country people at working-age, reduction the number of personnel in all branches of agricultural production, deterioration of gender structure of country people, reduction the number of rural youth. Prospects of development of rural school, education and education of youth are inseparable from prospects of development of the village and rural economy, closely interconnected, interdependent and interdependent. Both the state, and society should put a lot of effort for restoration of healthy labor morals, return of concepts of moral and healthy relationship, an environment of the person of work by respect and honor.
The article analyzes the most problems of the modern rural labor market - reduction of the agricultural employment in the presence of insignificant proposal of non-agrarian jobs, growth of the informal employment and seasonal work. The research has been conducted with the use of the statistics of Rosstat, reports of the regional offices of employment, materials of the complete census of the population in the 3th villages of Saratov region of the different types. The role of the development of the informal economy in suburban villages including production of agricultural products for trade in the city, sphere of services of recreational areas for residents were evaluated. The understated role of the district towns in providing for employment of rural population was revealed. The high level of seasonal work and outflow of young people from villages regardless of their dimensions, locations and economic condition explained not so much limited labor-market as poor quality of life and infrastructure problems were revealed.
The entry of the Russian Federation into the WTO and signing of contracts on creation of Euroasian economic union set essentially new tasks for agricultural producers of increase of competitiveness of the production at which decision the level of technical equipment is one of key factors. In article tendencies of technical modernization of agriculture of Russia are defined, is noted that technical and technical modernization of agriculture of Russia happens insufficiently fast rates, and the key role modernizations is played by foreign producers of agricultural machinery. Authors carried out the analysis of providing park of agricultural machinery in Russia, Kazakhstan and Belarus on the basis of which prospects of technical and technological modernization of agriculture are proved. For increase in rates of updating of park of equipment authors suggest to use subsidizing of part of costs of acquisition of agricultural machinery, to realize the program of utilization of the written-off equipment, to develop the mechanism of the state support of insurance of agricultural machinery, to use insurance on refusal, increasing the term of guarantee maintenance until the end of crediting term.
In article questions of formation of EEU are considered. Considerable intercountry economic differentiation of new integration formation is revealed. GDP indicators per capita in member states of EEU are analysed and comparisons to other countries of the world are given. It is emphasized that for the accelerated modernization of economy the share of gross accumulation in Russia, Kazakhstan, Armenia has to be much higher, than the indicators which developed now. It is emphasized that one of the priority directions of integration of our countries is the agro-industrial sector. For definition of a role and a place of agriculture in economy of the countries of EEU indicators of a gross value added of agriculture in GDP are analysed, dynamics of physical volume of production of agriculture of member states of EEU for the last six years is studied. The comparative analysis of structure of production of agriculture on categories of farms is submitted.
Qualitative intellectual information support of the market of production of organic agriculture in the European countries is one of the most important factor of increasing in production and consumption of organic production in this region. Studying of experience of the European countries is very important as the sustainable development of the market of organic production is impossible without developed intellectually - information infrastructure it providing. Intellectual and informational support includes facilitating the development of relevant areas of education and science, providing information services market operators organic production, as well as training and retraining of those operators.
Modern problems of management of regional economy are investigated insufficiently. In article one of the directions of development of management of agrarian and industrial complex - modeling of a control system of agro-industrial complex in the region is considered. The organizational model of management of the region created on the basis of transformation of branch functions of management from agricultural enterprises down to the regional level taking into account which bodies and structures of management on hierarchy levels are formed is for this purpose offered. The partition of each function for works allows to prove reserves of improvement of a control system. The model allows to optimize the state and economic functions of management and to increase production efficiency and rural areas. The directed dynamic development of the economic relations in agrarian and industrial complex, according to experts, it is necessary to reform each five years. For this purpose it is necessary to create constantly operating working group.
In article dynamics of volumes of production of plant growing and animal husbandry, the level of profitability of the main commodity types of production, influence of prime cost and the realizatsionnykh of the prices of this indicator, their specific weight in the total amount of revenue is analysed. The analysis of financial and economic position of the agricultural organizations of the Samara region for 2009-2013 allowed to allocate the following tendencies: reduction of number of the organizations and integration of their sizes, deterioration of an economic situation and growth of accounts payable, priority in production of agricultural production and use of the land, increase in the area of not used arable land, expansion of crops of commercial crops, reduction of a livestock of cattle of dairy breeds, pigs, decrease of the activity in production diversification, etc. Deterioration of efficiency of economic activity is connected not with decrease in the sizes of the budgetary subsidies and not with growth of taxes and fees concerning the revenue sum, and with decrease in profitability in pig-breeding and poultry farming. The main reserves of increase of efficiency in general on the agricultural organizations of the Samara region is use of innovative solutions in poultry farming, pig-breeding and on cultivation of cattle which can provide decrease in commercial cost of products of the called subsectors of animal husbandry.
