Abstract: The study is based on aspects of the theory of placement of agricultural production, supplemented by provisions on the use of quotas for the production of diet-forming types of products. Unlike Western European practice of territorial planning, quotas should be used as a stimulating tool. A set of methodological tools is proposed to support strategic decision-making on assessing the comparative advantages of product growing territories and justifying the size of federal and regional quotas. Federal quotas characterize the planned volumes of output of a specific type of product on a national scale, while regional quotas characterize the planned share of a constituent entity of the Russian Federation in this volume of output, taking into account competitive advantages. Quotas become target indicators of strategies and state programs for agriculture, as well as an additional means of their interrelation with each other and with the Doctrine of Food Security. Analytical studies were conducted based on the data of the Ministry of Agriculture of the Russian Federation, State Statistics EMISS, Rosstat, Rosreestr, Rosinformagrotekh for the period 2017-2022, compiled in the context of the subjects of the Russian Federation. Experimental and model calculations were performed for the Penza Region. The results of the study indicate an increase in the share of products that are more profitable for business and the cheapest for the population, bringing the production structure closer to the consumption structure according to rational norms in the planning period. Scientific developments can be useful for participants in strategic planning of the agro-industrial complex to justify the degree of participation of regions in ensuring national food security and distributing federal subsidies on this basis to the subjects of the Russian Federation to support the agricultural sector. strategizing, territorial planning, spatial development, agricultural sector, physical accessibility, economic accessibility, production quotas.
