Analysis of the degree of influence of government programs on the main economic performance of the agricultural sector showed inefficient spending. As a result, the method has been proved, the essence of which lies in the allocation of budgetary support based on the coefficients of the regression equation, which was built using economic - mathematical model of agricultural development. In accordance with the coefficients of the regression equation structure existing State program has been adjusted optimally, resulting in increased growth of gross agricultural output by 2.88‰. Thus, this method should be considered as an effective tool for the distribution of the budget of the State Program (SP) and recommend it to governments in order to adjust the current SP.
The food made by regional producers should be carried to strategically important products since they define food security of inhabitants of the North. Because of high prime cost production of the local producer often is noncompetitive with production made in other regions. In the territory of the Komi Republic favorable conditions (regarding the state support) for development of agriculture are created. During action of the program in the Komi Republic 1347,55 million rubles were allocated. Successful functioning of programs for assistance to development of agro-industrial complex stimulates product sales as the raised subsidies are provided, the part of expenses for participation in exit trade is compensated. At the expense of budget funds it is possible to carry out technical and technological re-equipment of production. In article the programs and subprogrammes realized in the territory of the Komi Republic for support of poultry farming of the region are considered. The analysis of all opportunities of participants of the market for receiving the state support is carried out.
The problem of ensuring food security is one of central as it is part of national security of the country and infringes on interests of each person. An important role in providing the population with the food is played by agro-industrial complex on which successful development development of the domestic market of the food will depend. Self-reliance the main food, the solution of a problem of import substitution of agricultural production is of particular importance in communication by a ban of import of food and agricultural production from some countries. For research of the forms of communication establishing quantitative ratios between gross output of agriculture in the Republic of Bashkortostan on 54 administrative regions and 33 various factors the correlation and regression analysis is carried out. The carried-out analysis of the available potential of agricultural production of the Republic of Bashkortostan allows to draw a conclusion that the region is able to provide the population with the main agricultural production. It is necessary for the solution of this task: 1) to increase the amounts of investments, aimed at the development of rural economics of the Republic of Bashkortostan; 2) to increase the level of technical equipment of agricultural production; 3) to intensify realization of scientifically based norms of conducting zooveterinary work in animal husbandry for increase of milk yield of cows, an exit of calfs, decrease in a yalo-vost, etc. 4) to increase the level of marketability of milk; 5) to carry out entering of mineral and organic fertilizers into maintenance of balance of quality of land resources; 6) to develop selection work, system of seed farming of key crops, etc.
The modern economic and political situation in the world expands possibilities of domestic agriculture. Achievement of an optimum level of self-sufficiency by the food of the Russian citizen is actual. The sustainable development of the competitive Russian vegetable market is closely connected with creation of the market of seeds regulated by the state. In article the author's concept of the market of seeds of vegetable cultures is formulated and features of its modern development in Russia are revealed. Research is directed on identification of the potential market capacity of seeds of vegetable cultures in natural and value terms characterizing need for seeds of farms of the Nizhny Novgorod Region. The directions of development of agrarian business in the sphere of expanded reproduction of seeds of vegetable cultures are proved.

The new technique of determination of efficiency of innovative production in a gain of productivity of grain crops is offered. Authors made calculation of efficiency from innovations in the studied set of farms of the Nizhny Novgorod Region, the productivity gain equations at the expense of innovations are received. The innovations connected with new grades, use of new equipment and new technologies of cultivation of grain crops have the greatest distribution. The received equation of interrelation shows that with growth of specific weight of an innovative share in productivity grain for 1‰ the proceeds from sales of grain increase by 17,1 rub/hectare.
The article said that the deepening of the territorial division of labor in the region and the development on this basis of interregional food ties are necessary conditions forming an inner food market. Establishing, development and character of the inter-regional food ties is under the influence whole complex different factors. The most important of these are: production potential and the possibility its rational use; the level and structure of production in the region of agricultural products, raw materials and food; established influenced by historical, national, natural and economic factors, the structure of food consumption, established international ties import and export of certain types of food and others. Each of these factors and totality ambiguous influence the formation of and development of inter-regional Food ties and the functioning of the regional food market.
The article assesses the quality of life of the rural population of Russia. In recent years, some indicators of the state of social services in rural areas (housing, drinking water, gasification) have somewhat improved, but the problem is far from being solved. For example, in 2012 the number of public pre-school educational institutions amounted to only 78.4‰ of the 2000 level, the number of public educational institutions - to 60.1‰ etc. Reducing the number of social infrastructure has led to a decrease in their availability. It is shown that among poor households in rural areas increases the number of families of 5 or more people, as well as large families. Budget federal targeted programs aimed at reviving the Russian village is not sufficient for solving the problems in them. It is noted that for the sustain able development of rural areas and providing a decent standard of living of the rural population it’s necessary to create a functioning local government institution.

The assessment of features of evolutionary transformations of Uniform agricultural policy of the EU is given. Changes in support level were connected more by changes in recent years in the international markets, changes in the carried-out agrarian policy of the EU also affected. The agrarian sector of the EU is supported by the considerable volume of export subsidies and force majeur factors in the world food market are serious threat to development of agriculture in cases of introduction of embargo on import of the food.
