Abstract: The author proved need of improvement of policy of social and economic development of rural territories. For the solution of this problem it is recommended to introduce personally focused model of structure of management of administration of the municipal area consisting of 5 problem and functional blocks: "development of economy", "development of the social sphere", "development of tax (profitable) base", "development of the personality" and "protection of the personality", last successful practical approbation in a number of municipal areas.
