Abstract: The mechanism of use of social standards as measuring instruments of strategic objectives of social development of municipality is considered. Social standards give a quantitative assessment of a condition of various fields of activity of MO, including the social: educations, cultures, health care, sports. On the example of the Novokuznetsk area the author carries out calculations, applies social standards and determines the volume of necessary investments for achievement of the planned standard for providing with sports (plane) constructions (number of sq.m on 10 thousand people) and to coverage by preschool institutions (‰).
