Abstract: The presented research is devoted to clarification of problems of counteraction to raiding in the sphere of the land relations, as to a way of ensuring economic safety in modern the Russian state. The carried-out analysis showed that for modern conditions many norms of process of public administration by land resources became outdated, contain certain contradictions, and on other aspects of development of the land relations of the practician demands new rules of law. Key features of application of a program and target method it is possible to present in the solution of problems in the form of the following directions: 1) as possibilities of certain land users are limited, land resources and objects of land use for all users and the consumers living in the certain territory, can unambiguously admit the general; 2) the need for association not only efforts, but also resources, increase of coherence of actions with social and economic activity in scales of a nature-economic complex is objective.
