Abstract: The author analysed the main definitions of the concept "innovative potential", its structure for the Ulyanovsk region is presented, the main components of innovative capacity of the region are considered. The author determines the innovative capacity of the region as social and economic system of regional economy which carries out innovative activity, owns the certain resource potential formed by scientific, intellectual, personnel, financial, technical technological resources and provides inflow of investments. Among new innovative structures the author considers activity of «Novaya Derevnya» agropark, an aviation cluster, the Ulyanovsk nanotechnological center, the «Innotrade» company. The conclusion that advantages of innovative system of the region become obvious, and possibility of realization of these advantages - more probable is drawn.
