Abstract: In article prospects of technical and technological modernization of agriculture of Russia within realization of the State program of development of agriculture and regulation of the markets of agricultural production, raw materials and the food for 2013-2020 taking into account WTO conditions are proved. Offers on improvement of the mechanism of the state stimulation of technical modernization are given: direct financing or decrease in an interest rate to 1/3 rates of refinancing of Rosselkhozbank; introduction of utilization collecting on imported equipment; implementation of the program of utilization of agricultural machinery; financing of the first contribution on leasing or compensation of part of expenses for technical modernization on a competitive (grant) basis; state support of insurance of agricultural machinery; simplification of procedure of receiving borrowed funds on technical modernization; import of accessories of less than 50‰ of a total cost of made agricultural machinery.
