Abstract: In article tendencies of development of agro-industrial complex of Russia in the context of import substitution, influence on this process of internal and external factors are considered. Development of branch happens very unstably. Despite rather high growth rates of agricultural production in comparison with other sectors of national economy, their dynamics of indicators isn't steady, development isn't followed by improvement of factors of production. The new macro and the external economic parameters seriously change reproduction conditions in agrarian and industrial complex of Russia. One of the main tasks of the state in agrarian sector is transition to new quality of growth and in order that consistently to carry out this transition, is necessary development of strategy of long-term social and economic development of agro-industrial complex
