Abstract: Relevance of import substitution significantly increased in modern geopolitical realities. The general uncertainty of prospects of import substitution can be estimated, analyzing communications between indicators of production and import, on the one hand, and combinations of the factors influencing them, to another. Conditions under which the project of import substitution can be productive: payback, internal profitability and risks of investment projects. The investments in the agricultural sector depend on a combination of many factors, leading from which are management decisions made by the regulator of the financial market as well as the level of state support for agriculture and processing industry. On the model of the investment project the minimum values of the parameters and characteristics of the economic environment, sufficient for the feasibility of the project are obtained. Proposals for instruments that will contribute to the growth of investment activity in agricultural sector of Russia are made.
