Abstract: In the context of limited arable land and growing demand for food, which, according to the Food and Agriculture Organization of the United Nations, will increase by 1.5 times by 2050, the issue of ensuring food security becomes particularly relevant. The use of modern plant protection products allows for the preservation of 20% to 50% of the potential crop yield and the prevention of annual economic losses from plant diseases and insect pests, which are estimated at \$220 billion and \$70 billion, respectively. This paper examines the role of plant protection products as a key tool for the intensification of the agro-industrial complex. Special attention is given to the institutional and technological barriers that hinder the development of the domestic pesticide market and reduce the dependence on imported active ingredients, which currently reaches 95-100%. The environmental risks associated with pesticide drift and the accumulation of obsolete compounds in the soil are analyzed, as well as the duration of registration procedures, which exceed the twelve-year period with total costs exceeding US\$300 million per active ingredient. The issue of resistance and the growth of registered resistant weed biotypes is addressed, requiring a constant update of the pesticide portfolio. Based on the results of the analysis, a set of measures has been proposed, including restrictions on import supplies through quotas and import duties, preferential lending for agricultural enterprises on the condition of purchasing industrial products, and the implementation of mechanisms for post-registration reassessment of permitted substances with the gradual withdrawal of compounds that are prohibited in the European Union but are still used in the Russian Federation. The implementation of these proposals will allow to increase the output of domestic products, ensure an increase in grain yields by 15-20% and reduce the share of imported active substances from 95% to 40-30% by 2035, which will create the basis for the price and physical availability of plant protection products as a significant factor in strengthening the food sovereignty of the Russian Federation.
