Abstract: Based on data for 2020–2024 from 25 municipal districts of Irkutsk Oblast, an analysis was carried out of the volumes of rough and succulent feed (hay, haylage, silage, straw) and their production costs. Nine districts with negative dynamics were identified: the total volume of hay, haylage and silage in 2024 decreased by 53.2% relative to 2020. It was established that the reduction in volumes is not accompanied by a sustained decrease in unit feed cost. In four districts, haylage production dropped to zero; in three districts, silage production decreased by more than 50%. Substituting one type of feed with another does not compensate for the loss in total volume. Threshold values for monitoring indicators are proposed (a 30% volume decrease over two years, emergence of zero production for a previously existing feed type). Organisational, technological and economic stabilisation measures are formulated, taking into account the absence of rough and succulent feed imports from other regions. Taking into account data on cattle population, it was established that the reduction in feed production volumes in four districts (Bayandayevsky, Kuytunsky, Nukutsky, Ekhirit-Bulagatsky) is accompanied by an outpacing reduction in livestock, as a result of which feed self-sufficiency does not decrease or even increases. Real feed deficit (self-sufficiency below 100%) was recorded in Alarsky (85.6%), Zalariinsky (74.1%) and Osinsky (86.6%) districts. Stabilisation directions are formulated for these three districts.
