Abstract: The paper presents the results of an empirical analysis of the spatial differentiation of investment and innovation processes in the regions of the Volga, Ural, and Siberian Federal Districts. The study is based on official statistical data for the period 2022–2024 and employs ranking and multidimensional clustering tools. A significant gap between leading and lagging regions in terms of fixed capital investment per enterprise is revealed: the Tyumen Region (50.8 million rubles) far exceeds the regions with the minimum values. Eight typological groups of regions differing in investment structure and seven clusters based on innovation activity are identified. It is shown that belonging to a federal district does not predetermine a region's position in the classification, indicating the predominance of internal socio-economic factors over geographic location. The developed recommendations for adjusting state support measures take into account the identified cluster structure and suggest replacing the territorial approach with a targeted one, focused on the specifics of the investment and innovation profile of the territory.
