Abstract: The article proposes a comprehensive methodological approach to assessing and stimulating the innovative development of agricultural formations in the regional economic environment based on multi-criteria analysis. The main indicators of the innovative economy of agricultural formations are systematized, reflecting the technological level, innovativeness of investments and R&D costs, compliance of products with quality standards, expected increase in profit from the introduction of innovations, personnel qualifications, level of digitalization, development of infrastructure and logistics, integration of production processes, environmental sustainability and the effectiveness of government support. For each direction, partial indices are calculated, after which an integral indicator of compliance with the principles of an innovative economy is formed as a weighted sum of normalized values; in the basic version, the weights of the criteria are assumed to be equal, which increases the comparability of results in interregional comparisons. The research methodology is implemented in stages: selection of criteria, formation of a database, qualitative expert assessment of non-formalizable characteristics, quantitative scoring on a scale of 0–10, index presentation and analytical interpretation of results using SWOT analysis. To increase the reliability of the index interpretation boundaries and model parameters are verified using the Delphi expert method. The information base includes official statistics, reports of agricultural organizations, and other departmental materials; The ten-year study period ensures that the sample is representative. Calculations and visualization are performed using MS Excel tools; comparative analysis of indices allows us to determine bottlenecks and growth points for each type of agricultural formation at the regional level. The testing was carried out on materials from the North Caucasus Federal District and the Stavropol Territory for agricultural formations of five types: “agricultural organization”, “peasant (farm) enterprise”, “personal subsidiary plot”, “agroholding”, “agro-technopark”. As a result, a stable ranking was revealed: agrotechno-parks and agricultural holdings are in the lead, while private farms show minimal values. Recommendations for targeted stimulation of innovation, focused on digital solutions, infrastructure investments, development of human resources, setting up government support measures, taking into account the scale and level of integration of agricultural formations, are substantiated.
