Abstract: The article discusses the features of the current state and use of land by subsoil users, which is described by the presence of a crisis situation from the point of view of increasing environmental threats. The structure of agricultural lands in Russia that are exposed to negative environmental impacts is considered. The regional experience of preventing erosion and minimizing environmental risk is studied. The prerequisites for the emergence of desertification of agricultural lands in Russia are described. In order to solve the problems of land desertification, the volume of financial support for measures to involve land in circulation is considered, and an approach to the integrated reclamation of agricultural lands is proposed. The authors identified the causes of land desertification in Russia's agricultural territories. Based on the research results, they developed recommendations for overcoming the desertification of agricultural lands at the level of regional executive authorities in the constituent entities of the Russian Federation. Conclusions have been formulated on the expediency of implementing a Comprehensive Program for Countering Land Desertification. In order to implement this system of measures, it is necessary to focus on anti-risk strategies for improving the efficiency of agricultural land use at the regional government level. This will be facilitated by an intra-sectoral policy for countering desertification by agricultural producers, which will require the government to allocate budget subsidies in a rational manner to support projects for improving land fertility and its full-fledged use for the reproduction of agricultural products.
