Abstract: The authors propose a methodology for assessing resource potential based on calculating compliance coefficients that compare actual indicator values with their baseline level. The assessment system includes indicators such as agricultural output, production index, investment in land protection, rural population, housing commissioning, and the condition of the social environment in rural areas. The practical significance of the study lies in the possibility of applying the proposed approach in regional management for monitoring the state of the resource base, identifying development constraints, and substantiating priority directions of contemporary agrarian policy. Practical testing of the methodology on the materials of the Stavropol Territory for 2022-2024. made it possible to identify the main trends in changes in the resource potential of the region, to establish the impact of investment activity, demographic processes, environmental factors and parameters of production dynamics on the development of the agricultural sector. It was concluded that it is necessary to move from a predominantly quantitative increase in resources to their qualitative renewal, technological modernization and increased efficiency of use in order to ensure sustainable agricultural development and increase the competitiveness of regional agricultural production.
