Abstract: The purpose of the work is to systematize the theoretical and methodological basis for assessing the resource potential, clustering the agricultural micro-zones of the region by level of development, and developing targeted recommendations for improving production efficiency. The objectives of the study include analysing the dynamics of the main agricultural indicators in the region for the period 2020-2024, assessing the level of planning for the use of resource potential at enterprises based on ten key indicators, and clustering seven natural and economic micro-zones. The study is based on a systematic approach and uses methods such as dynamic series analysis, comparative analysis, clustering, and evaluation of indicators based on normative values. The study relies on data from the regional statistical office and reports from the regional Ministry of Agriculture. The study revealed positive trends: stabilization of sown areas, an increase in gross production by 31.6 percent, an increase in technical equipment by 9.3 percent, and an increase in the number of employees by 8.4 percent. The assessment of the level of planning for the use of resource potential showed stable financial autonomy and high labour productivity, but a systemically low return on capital, which indicates a structural imbalance. Based on the integral assessment, seven microzones were clustered into four groups: cluster A with intensive development, cluster B with large-scale land use and limited intensity, cluster C with extensive farming in arid conditions, and cluster D as a growth point with balanced indicators. For each cluster, differentiated management recommendations and government support measures were proposed.
