Abstract: Small business forms that reproduce agricultural products have been and remain a socially significant category with a share in the total regional volume of agricultural production. Government support measures, taking into account the prioritization of dairy cattle breeding and financing farmers to purchase breeding stock, have made it possible to maintain the level of milk production in the farming sector over recent years, which confirms the effectiveness of federal and regional funds. The study substantiates a promising direction for the development of dairy cattle breeding in small-scale farming - agroagregation, which makes it possible to optimize the reproductive process based on guaranteed sales of milk and dairy products. The conducted zoning of agricultural milk producers across all categories of farms in the context of the natural and economic zones of the Altai Territory made it possible to propose the creation of agroaggregator organizations, locally located taking into account the industrial zones of milk production.
