Abstract: The article discusses the main features of comprehensive territorial planning for the use of land resources in Vietnam, the features of assessing agricultural land, an effective mechanisms for state regulation of land relations that ensure the involvement of land resources in Vietnam's economic development. The main legal document of the successful development of Vietnam is the law "On Zemle," which establishes the regime of public ownership of land, the full and responsibilities of the state and citizens in the use and protection of land. In the successful development of a country in a market economy, state ownership of land, as opposed to private, is decisive. However, the main link should be the state land policy consistent with the country's national sustainable development goals and its most reliable strategic lever - land rent. Vietnam's experience requires detailed study and maximum possible adaptation in the vast and richest Russian land in the world. The system of land payments and powerful budgetary and extrabudgetary revenues created on the basis of land rent ensure civilized land relations, effective land management and rapid economic development of the country.
