Abstract: In the context of the implementation of the State Program "Integrated Development of Rural Territories" until 2030, the search for effective management tools at the municipal level becomes particularly relevant. The article presents an analysis of the practice of strategic planning in the Batyrevsky Municipal District of the Chuvash Republic. The purpose of the study is to substantiate the role of the municipality's integrated program as a system-forming factor in reversing the negative trends of depopulation and economic stagnation in rural areas. The study is based on a program-targeted and project-based approach. Based on an analysis of the district's quantitative development indicators for 2020-2025 and the planned period until 2030, a correlation was identified between the implementation of project management and an increase in investment activity (3.6 billion rubles in investments and 250+ new jobs). The scientific novelty lies in substantiating the author's model of "integrated program-target management," which includes a triad: "federal strategic outline → regional program → municipal project complex." It has been proven that the success of implementing the KRST directly depends on the ability of municipalities to develop and implement their own programs that adapt national goals to local specifics (projects such as "Meat Cluster," "Agro-Technopark," and "Tigashevskoye Ancient Settlement"). This article is intended for specialists in regional economics, public administration, and municipal management.
