Abstract: The article describes the current state of development of the fishing and fish farming industries, with a more detailed review of the retrospective of the functioning of the Russian fisheries complex. The authors present the results of a study of foreign practices of formation, development, and organization of state support for the fishing and fish farming industries. Based on the analysis of investments in fixed assets and the assessment of the structure of Russian fishing enterprises that are leaders in terms of fish catch, the authors identify the problems of functioning and further development of the national fisheries complex. A study of the domestic market for fish production and the sale of processed fish products allowed us to focus on the problems of unstable demand, high competition, and the lack of a strategy for promoting more popular products in the fish product range. The article identifies the reasons for the negative state of the Russian fish market and the prerequisites for a decrease in export volumes in physical terms. The main factors contributing to the decline in physical export volumes include: sanctions pressure and the new policy of import duties on Russian fish products in the EU and the UK; a decrease in the global market's demand for Russian fish; an increase in the costs of handling and overhead expenses associated with the sale of finished fish products; and a decline in the business and investment activities of Russian producers. The solution to the problems of low investment activity in fishing enterprises, the lack of own working capital, and the lack of mechanisms for attracting budget allocations to the industry can be found in expanding intergovernmental relations to optimize the logistics chains of commodity fish with the most efficient methods of consumption and processing in Russia and the EAEU countries.
