Abstract: In article the concept of "rural territories", a role of the small cities in development of agrarian economy, a task of government bodies in interdepartmental coordination of development of rural territories is considered. Authors draw a conclusion that the Russian trudodefitsitny model differs from similar models of the countries with the developed agrarian economy as in it there is no civilized socially focused labor market, level of the state support of agrarian sector is insufficient. It is necessary to create the effective mechanism of regulation of migration. "Transfer" of resources of work sharply slows down economic and social development of the village as from all types of resources the labor resource became the most scarce. Rural territories need formation of the new reproduction labor concept which will correspond most to problems of development of agrarian sector and to be equitable to geopolitical interests of Russia.
