Abstract: Despite the reduction in the number of farms, the K(F)X sector demonstrates phenomenal production growth rates (56 times the level of 2000) and increases its share in the gross agricultural output to 14-15%. The strategic specialization of K(F)X has been revealed: they provide about 30% of grain production, more than 38% of oilseeds and over 23% of vegetables, playing a crucial role in diversifying the industry and saturating the domestic market. The analytical periods (points of comparison) in the development of peasant (farmer) farms, in achieving the level of agricultural and food security of the country, are determined from the point of view of their evolutionary formation in terms of political and economic aspects in the agro-industrial complex. At the same time, systemic constraints to the development of the sector are outlined, including a low share in animal husbandry (especially dairy cattle breeding), administrative barriers, logistical problems, price imbalances, difficulties in cooperation and the development of digital platforms for the sale of products. It is proved that K(F)X has formed a stable two-level model with agricultural holdings, acting as a stabilizer, developing territories and improving the quality of food supply. In conclusion, the need for further targeted government policy is substantiated, including the development of specialized financial instruments, the development of cooperative infrastructure and the simplification of the regulatory environment to fully unlock the potential of farming as a key element of food sovereignty and sustainable development of rural areas in Russia.
