Abstract: The article is devoted to the analysis of the impact of structural shifts in the incomes of the population on the potential for demand for the products of the agro-industrial complex (AIC) in the regional context. Using the example of the Novosibirsk region for the period 2020-2024. the dynamics of the subsistence minimum and the distribution of per capita income, taking into account inflationary adjustments, was studied. Dual socio-economic dynamics have been identified: with nominal income growth and a reduction in the share of the population below the poverty line, there is significant polarization caused by rising inflation. This leads to the formation of four fundamentally different consumer segments in the agri-food market. As the main contribution, the authors propose a matrix of targeted food policy, built on the axes "level of real life" and "elasticity of demand by price." The matrix serves as a tool for differentiating state-state regulation measures, allowing to solve the problems of social protection of low-income groups and stimulate the strategic development of high-income market segments. The results of the study are of practical value for the authorities and subjects of the regional agro-industrial complex.
