Abstract: The realized federal and regional programs connected with development of agrarian sector and rural territories, created certain prerequisites for strengthening of production and infrastructure capacity of the village, increase of level and quality of life of country people and situation improvement on a rural labor market. In article the indicators characterizing intensity on a rural labor market are analyzed, shortcomings of the accounting of the unemployed on methodology of the ILO are shown, data of sociological poll on the ulyanovsk region are provided. by "optimization of criteria of purpose of a dole", owing to cancellation of purpose of early pensions the rural labor market will lose more, than city. authors draw a conclusion about need of introduction of the progressive international norms of work in the national legislation and practice for improvement of social protection of the population. thus material support of the unemployed has to be socially accepted at preservation of incentives to active job search.
