Abstract: This article examines the main reasons for the relatively low quality of Russian wheat production and export, which is primarily responsible for its loss of global fame. The presence of domestic wheat on the world market is insignificant, even despite the fact that the country traditionally has enormous potential for increasing the production and export of hard, strong and valuable varieties of wheat. The competitiveness of Russian wheat on the global market is largely achieved through the use of its natural advantages, based on low wages in agriculture and the undervalued cost of land, rather than through the use of innovation and investment factors. Improving wheat quality is just as strategically important for the country as increasing its production. Therefore, it is necessary to simultaneously expand and strengthen the niche of high-quality Russian wheat in the global market, both quantitatively and qualitatively, by shifting its production to an innovative and investment-based development model, primarily in the forest-steppe and steppe regions. This can only be achieved through a rational combination of increasing the efficiency of using the country's natural competitive advantages, primarily associated with the possible expansion of hard, strong and valuable wheat varieties, the presence of significant tracts of relatively fertile black soil, and broader use of innovative and investment factors of production.
