Abstract: The development of rural areas is closely linked to agro-production systems, whose growth potential depends on social and economic factors. The quality of social and transport infrastructure, innovative solutions in agro-tech, the level of workplace equipment as well as wages play a decisive role in rural residents’ choices of where to live and work. At the same time, the production capacity of agro-production systems underpins the socio-economic potential of rural territories. Successful agricultural enterprises not only participate in social projects initiated by local authorities but also independently invest in and develop social infrastructure facilities. Production potential is also largely determined by resource availability and requires continuous development through investment, modernization, and the introduction of innovative technologies. The social component of a rural area’s socio-economic potential corresponds primarily to the quality of its social infrastructure, such as schools, healthcare facilities, and community services. Using an index-based analytical method, this article assesses the development potential of agro-production systems in the regions of the Volga Federal District (Russia).
