Abstract: The idea of establishing «Key settlement» (KS) in the Republic of Sakha (Yakutia) is being actively promoted at various levels of public administration, including in legislative and executive bodies. Various infrastructure projects and development programs are being developed. The Russian government has defined key criteria for identifying settlements where infrastructure will be rapidly developed to ensure the implementation of educational guarantees, access to healthcare, cultural services, and other needs of the population within one or more municipalities. Researchers asked themselves: what should a rural settlement do if its development potential lags behind that of urban KS? The objective is to reveal the depth and scope of the task of improving the quality of life of the population of Berdigestyakh in the absence of a developed manufacturing sector. Data analysis methods such as data classification, forecasting, SWOT analysis, and a sociological survey of the population were used. The authors believe that a realistic assessment of the weak potential of the urban settlement selected as a support settlement is necessary. The negative result obtained casts doubt on the possibility of achieving the target parameters of the rural KS. When developing the ulus, it's important to emphasize that the livestock industry forms the backbone of the ulus's economy. Among external factors, the greatest threat is the lack of industrial partners in the ulus. It should be added that the "Soviet experience" of establishing ties between Yakutia's industrial and agricultural regions, namely, agreements establishing their status as "twin cities," could have strengthened Berdigestyakh's potential.
