Abstract: This article demonstrates the dependence of the domestic agro-industrial complex on inputs produced by foreign companies: agricultural seeds, plant protection products, animal and poultry genetics, machinery and specialized equipment, and digital solutions. Domestic agricultural science plays a decisive role in overcoming current shortages. The national projects "Technological Support for Food Security," "Science and Universities," and subprograms of the Federal Scientific and Technical Program for the Development of Agriculture for 2017-2030 are aimed at addressing issues of technological sovereignty in the industry. Self-sufficiency in seeds of major field crops in 2024 was 67.6%, an increase of only 2.4 percentage points compared to 2020. At the same time, according to the analytical center of RUSEED LLC, seed imports to Russia decreased in 2024 due to the introduction of restrictions and quotas on imports from unfriendly countries. This paper identifies key challenges in agricultural crop breeding and seed production in the country: the inadequacy of the federal law "On Seed Production," staffing issues, the inadequate material and technical equipment of breeding centers and experimental production farms, an insufficient number of seed production plants, the low activity of the Federal State Information System "Seed Production," the lack of an effective government management system for ensuring technological sovereignty in the industry, and underfunding of agricultural science. A series of coordinated measures and guidelines for scientific and technological support for the domestic agro-industrial complex have been developed and proposed by the Government of the Russian Federation, relevant ministries and agencies, and the Department of Agricultural Sciences of the Russian Academy of Sciences.
