Abstract: Rural development is increasingly defined as an investment strategy to enhance the competitive advantages of different types of rural areas. In their study, the authors proceed from the assumption that the competitive advantages of rural areas in the EU are formed through the cooperation of territorial capital and institutional frameworks, including the Common Agricultural Policy, cohesion funds and national policies, and that they can be quantified through a combination of existing composite indices and specific indicators of rural development. Based on Eurostat data, primary indicators of the EU Regional Competitiveness Index 2.0, the competitiveness and sustainability index, derived indicators of the competitiveness index for rural areas of the EU were obtained, without the formal construction of a new composite index, the competitive advantages of rural areas of the European Union were studied. Indicators used: GDP index per capita, relative labor productivity, demographic burden coefficient, which together determine the competitive advantages of rural areas. The results of the assessment showed that the economic and demographic components of territorial capital in rural regions are worse off compared to urban centers, while natural, environmental and quality resources remain the main source of potential competitive advantages.
