Abstract: An in-depth assessment was conducted of the prerequisites and constraints for developing thermal technologies to process organic by-products from the agro-industrial complex of the Republic of Tatarstan. Feedstock maps of municipal districts and production clusters (dairy livestock, poultry farming, sugar-beet processing, and grain production) were examined; the regulatory framework was analyzed, including Federal Law No. 248-FL on animal by-products, ITS 9-2020 (BAT reference document), and amendments to the Territorial Waste Management Scheme of the Republic of Tatarstan. Technological routes (incineration, pyrolysis, gasification, biothermal synergy) and economic models are proposed. A risk map and a phased implementation roadmap through 2030 have been developed, prioritizing clusters where the proximity of feedstock and consumers of heat/fertilizers maximizes payback.
