Abstract: Agriculture in Russia has significant potential for growth, but realizing this potential requires comprehensive risk management measures. Based on a retrospective analysis and assessment of modern challenges, including the impact of economic sanctions, a set of priority measures to enhance the resilience of the agro-industrial complex is proposed. These include strengthening the role of the state in subsidizing insurance premiums, developing flexible insurance products, introducing digital technologies, implementing land management measures, and developing a personnel training system. The implementation of the proposed measures will contribute to risk reduction, food security, and strengthening the competitive position of Russian agriculture on the world market.
