Abstract: The article examines the evolution of theoretical approaches to the concept of labor potential and the causes of depopulation in rural areas of Russia. The article outlines modern challenges and directions of state policy aimed at stabilizing the demographic situation and strengthening the human resource potential of rural areas. The need for a transition from a quantitative to a qualitative assessment of labor resources and the integration of socio-economic, demographic, and institutional regulatory mechanisms is substantiated.
