Abstract: The research methodology is based on the classification of the types of development of the raw materials sector of the food subcomplex, taking into account regional characteristics and the level of development of interregional integration and territorial division of labor, into two types: closed and open. These types are ranked into three levels depending on the ratio of raw materials supplies to the intraregional market on the one hand and the interregional and international market on the other hand. Taking into account this classification, the main stages of the methodology for assessing the sustainability of the current state and developing forecast scenarios for the development of the raw materials sector of the agro-industrial complex of the region are formulated. Based on the analysis of the current state of oilseed production and the identified groups of factors contributing to and constraining the development of the raw material sector of the fat and oil subcomplex, four scenarios for its development have been developed for the natural and economic zones of the Penza region. The forecast scenarios showed that the raw material sector of the fat and oil subcomplex will undergo significant structural changes in terms of a reduction in sunflower acreage and an increase in acreage and gross yields of soybeans and other oilseeds. In order to maintain sunflower production at the current level, it is necessary to intensify its production with an average yield of up to 25 c per 1 ha. A set of organizational and economic measures aimed at the sustainable development of oilseed production in the region on an intensive basis is proposed. The theoretical significance of the results obtained lies in clarifying the classification of levels and types of development of the raw materials sector of agricultural subcomplexes and determining the main stages of the methodology for analyzing the current state and development prospects. The obtained results of scenario scenarios for the development of the fat and oil subcomplex can be used in the development of regional agricultural development programs and in business planning.
