Abstract: The purpose of this study is to show the importance of finding the optimal model for combining market self–regulation and government regulation in the development of agricultural policy in order to ensure the country's food security and sustainable rural development. The refraction of general methodological discussions about the role and place of the state in the economy in relation to the development of agricultural policy will make it possible to form a more effective vector for the development of the agricultural sector, which is of great practical importance for Russia in the context of tougher sanctions from foreign countries and the need for import substitution policy. The article shows that in the course of the evolution of human civilization, there was a search for an answer to the question of the expediency, methods and degree of government intervention in economic processes, including in the field of agriculture. Such discussions were especially acute during the periods of economic system reform, when it was necessary to choose guidelines for its further development. We believe that the development of IT technologies will allow farmers to use digital solutions to improve the efficiency of agricultural enterprises, and the state to create information platforms for obtaining and analyzing data in real time, which allows timely diagnosis of the situation, identify problem areas and develop recommendations for more efficient use of resources in agriculture.
