Abstract: The emerging geopolitical challenges require updating the scientific and methodological apparatus for research on the development of the dairy market, including its seemingly well-established categories. The article presents the results of determining the essence of the dairy subcomplex in accordance with the main objectives of a number of the most significant regulatory legal acts of the Russian Federation. The Constitution of the country, the Doctrine of Food Security, the federal law on the development of agriculture, the Agribusiness Development Strategy and the State Program for the Development of Agriculture. A quantitative assessment of the food independence of the Russian Federation and its federal districts for milk and dairy products, as well as consumption of milk and dairy products for 2019-2023 is given. A critical analysis of a number of interpretations of the dairy subcomplex has been performed, identifying their advantages and main disadvantages.
