Abstract: The article considers the essential characteristics of the potential of the regional fisheries complex from the standpoint of the resource approach. A multi-aspect analysis of the components underlying the formation of the potential is carried out, within which such components as basic, hidden and intersecting potentials are identified. The functional-component structure of the regional fisheries complex is presented in the context of four subsystems: the fisheries subsystem, the commercial cultivation subsystem of aquatic organisms, the processing (recycling) subsystem, and the logistics subsystem. The main indicators characterizing the level of development of the potential of the regional fisheries complex are determined, which are grouped into 5 fundamental blocks (economic, social, sectoral, resource, infrastructural). The author's methodology for assessing the level of development of the potential of the regional fisheries complex has been developed, which allows identifying the strengths and weaknesses of a particular region in the area of​​functioning of the fisheries complex, as well as adjusting management decisions within the framework of the development of relevant blocks (individual indicators) or redirecting efforts to ensure sustainable growth of the region in other.
