Abstract: The article aims to define the terminological field of the concept of "sociocultural function of infrastructure" and examines the role of sociocultural infrastructure in the preservation and development of rural areas using the example of the Kaliningrad region. The authors emphasize that sociocultural functions are increasingly being taken on by both cultural institutions and other social infrastructure facilities, such as medical institutions, sports complexes and tourist facilities. A significant place in the study is given to the results of the five-year work of the national project "Culture" (2019 - 2024) and modern libraries located in rural areas. In the context of global challenges, they are transformed into multifunctional centers that perform not only traditional functions, but also act as social communicators. The modernization of libraries has led to a significant increase in their attendance and an expansion of the range of benefits, including access to digital resources, legal assistance, interaction of the local community with government authorities, and the organization of cultural events. In conclusion, the article forms a rating of 20 rural settlements that are most suitable for modernization of their libraries, taking into account the new socio-cultural functions that they must perform in rural settlements.
