Abstract: The article examines the strategic, institutional, and spatial foundations for the development of agritourism in the city of Sochi as a mechanism for the sustainable transformation of rural areas under conditions of regional economic diversification. Based on statistical analysis, the article confirms the promising potential for the growth of this tourism segment in the region. A comprehensive assessment of internal and external environments, alongside the identification of priority areas and structural constraints using SWOT analysis, IFAS and EFAS matrices, and the Analytic Hierarchy Process (AHP), made it possible to substantiate the strategic directions of development and to propose a model for a roadmap as a programmatic instrument of territorial planning. Special attention is given to international experience in building agritourism development frameworks, particularly the cases of Indonesia and Australia. The author identifies transferable approaches, including the use of program-targeted mechanisms, the legal institutionalization of agritourism, phased digitalization of services, development of agro-industrial clusters, and integration into spatial planning systems, which may be adapted to regional strategic development initiatives in Sochi. The proposed model includes institutional support, cluster formation, infrastructure and digital modernization, quality standardization, and environmental monitoring. It is noted that the implementation of the roadmap will contribute to the integration of agritourism into the spatial structure of the city, the redistribution of tourist flows, the enhancement of rural investment attractiveness, and the sustainable growth of the non-resource economy. The roadmap is viewed as a strategic development tool with potential for replication in other regions with similar spatial and economic development characteristics.
