Abstract: One of the progressive directions is the formation of the institute of sectoral innovation systems based on close cooperation between the state, science and business. Agriculture is considered as an object that consists of a number of subsystems: functional and organizational-economic, based on the ideology of the system-reproduction approach. The importance of functional subsystems is related to the production of agricultural products, providing conditions for rural development and solving environmental problems. The organizational and economic subsystem is designed to provide optimal conditions for the development of functional subsystems. It is shown that the further development of the latter subsystems is directly related to the process of intensification, which is the basis for modeling the socio-economic processes of reproduction of sub-sectors of the agricultural sector. It is concluded that the organizational and economic subsystem is directly related to the organizational and economic mechanism that ensures the functioning of the "living" system: soil-plant-animal-human, which is the basis of the sectoral features of agricultural production. These features significantly affect all stages of the capital cycle in the agricultural sector, investment and innovation processes, which is reflected in sectoral innovation systems (regional systems of agro-industrial production). An organizational model for the formation of sectoral innovation systems in the agricultural sector of the economy based on the symbiosis of the state, science and business, as a basis for ensuring technological sovereignty in the industry, is proposed.
