Abstract: The global trend is bioeconomy, which is an integral part of the "green economy" reflects a prudent attitude of people to natural resources, especially in those areas where agricultural production and technological processing are organized. Despite numerous publications of a theoretical and applied nature, the issues of small towns development based on bioeconomic principles are at an early stage and the relevance of the study is associated with the increasing importance of small towns in the development of the national economy. The importance of research conducted by scientists from VNIIOZ - a branch of the Federal State Budgetary Scientific Institution "Federal Scientific Center for Hydraulic Engineering and Land Reclamation named after A.N. Kostyakov" (Volgograd) in the development of the bioeconomy of small towns and rural entrepreneurship is noted. The developed innovations meet the interests of the local community interested in the "exclusivity and uniqueness of their place of life", the creation of favorable conditions for work and life. Public discourse regarding small towns continues to be reduced to two positions: first, small towns are the most important links in spatial development that require state support; second, small towns are points of stagnation. The aim of the study was to study the conditions that ensure the further development of small towns based on bioeconomic approaches. The object of the study is the small town of Kotelnikovo (Volgograd region), which is dynamically developing under the brand: "Kotelnikovo - Land of Heroes". The scientific novelty of the study consists in the development of scientific approaches to the development of bioeconomy of small towns, the construction of an economic and mathematical model for assessing the potential of a small town, substantiation of the permanent strengthening of interdependencies between urban and rural economies, between attracting investment and branding of the territory. Conclusions. The study shows that the effective functioning of a small town is determined by a number of factors, including: the position of regional authorities, the leadership qualities of the city leader, the coordinated work of the team aimed at the implementation of bioeconomic principles.
