Abstract: The article is devoted to one of the key problems in the Russian agro–industrial complex - personnel training in order to implement industry strategic priorities. It is noted that over the years, there has been a steady downward trend in the number of agricultural workers in the country. Solving problems of a socio-economic nature in rural areas is possible only with the close cooperation of the state, development institutions and business. The federal project "Personnel in agriculture" is designed to ensure staffing of agricultural enterprises at the level of 95% by 2030. The paper shows that the development of human resources in agricultural production is impossible without the advanced development of science, innovation and agricultural education. Only highly qualified employees are able to quickly adapt to modern technological processes and introduce advanced scientific solutions into production. Research has shown that the quantitative and qualitative gap between the industry's needs for workers and mid-level specialists varies, depending on the sub-sectors, from 30 to 70% of the need. It is concluded that it is possible to achieve a balance in the replenishment of human resources, taking into account many factors, only on the basis of an integrated state approach to: achieving technological sovereignty, developing agricultural science, digitalizing agriculture, introducing new lands into circulation, and developing rural economies and territories. A new training system has been proposed. Which offers a departure from the bachelor's degree, the master's program will provide students with specialized knowledge and competencies, and the postgraduate program will train highly qualified scientific personnel capable of forming a fundamental base and transferring scientific solutions to the real sector of the economy. Development institutions play an important role in this process. The paper examines the activities of the development institute of JSC Rosselkhoznadzor, which is one of the instruments of the state personnel policy in the agro-industrial complex. This approach has allowed us to develop a set of measures to form a multi-level training system for the implementation of industry strategic priorities, with an emphasis on interdisciplinarity, digital competencies and innovation management.
