Abstract: To accelerate the rate of increase in capital investments and the interest of institutions in the development of projects, it is necessary to form an active investment policy, the basis of which should be the reduction of direct and transaction costs, the creation of mechanisms for state support for investments, understandable terms of cooperation and interaction for all participants, as well as transparent control. This problem must be solved on the basis of a modern approach based on scientific methods and elements of digitalization. The paper describes the capabilities of the functionality of the first Russian economic model of calculation, planning and decision-making in hop growing, designed to become a single tool that allows all participants in the investment development of hop growing to speak the same language. The hop growing model, as a calculator for calculating the investment potential of the industry, calculates the following important parameters, namely: 1) the impact of operational, investment and financial factors on the payback of the project; 2) budget efficiency and social significance of hop growing; 3) the required level of state support to ensure the investment attractiveness of the industry. A significant advantage of the proposed hop growing model is its dynamism, the ability to calculate the main financial and economic indicators on the "control panel" immediately after changing the factor parameters. Which, on the one hand, speeds up the process of obtaining a solution, on the other hand, does not require the involvement of the organization's specialists in the process of obtaining effective parameters - this is a modern approach to decision-making: without unnecessary labor costs, based on machine automated calculations at high speed.
