Abstract: The relevance of this study is determined by several factors. Firstly, there is a multiplicity and diversity of management objects – economic, social, and natural systems in the rural continuum. Secondly, these systems are self-organizing, purposeful, and highly subjective. Thirdly, it is the multilevel nature of the actors operating in the rural development management system. Fourthly, there is a high degree of association between managing actors and management objects. The rural development management system is characterized by a multi-layered organizational and hierarchical structure, with information asymmetry. Higher-level actors (principals) are forced to implement managerial actions through lower-level ones (agents), but they cannot fully control their goals and activities. In this study, the rural development management system is divided into three levels: the upper level, whose subjects are first-level principals that influence environmental factors in the rural economy; the middle level, with agents acting in the interests of principals at a higher level, but who are also principals themselves at sectoral or regional levels; and the lower level, which is closely associated with production subsystems and acts as agents for higher-level principals.
