Abstract: The choice of trajectories in the process of transformation of food systems of the regions of Russia into the mode of sustainable and safe development should be based on a systems approach. To solve such multidimensional and multicriteria problems, an appropriate tool is needed in the form of an economic and mathematical model of the appropriate level, allowing to take into account various socio-economic and environmental consequences. The purpose of this work is to substantiate the main provisions of the concept of planning the food system of Russia in an unfavorable external environment for the development of the structure of an economic and mathematical model of production systems of regions and Russia as a whole, suitable for obtaining optimal quantitative estimates of the process of their transformation towards the mode of sustainable development. The criteria of such a model, setting the trajectory of development of food systems of the regions of Russia, are non-negative values​​of net profit in food production in the regions, self-sufficiency of the population of the regions in food, a non-increasing carbon footprint from the production and transportation of agricultural products. Productive solutions to such a problem are considered as a strategic plan for the development of the food system.
