Abstract: Cluster forms of business construction have high potential for implementing strategies to increase the competitiveness of interacting organizations. Scientific publications devoted to clusters in the agricultural economy contain elements of assessing trends in the indicators of individual industries, methodological approaches to creating complex structures in them. The issues of applying a systems approach to studying regional processes in groups of enterprises of different industries of the same product subcomplex remain insufficiently developed. The aim of the study is to develop and test a system of economic and statistical indicators that allow assessing the efficiency of operation and the level of development of objects of the oil and fat subcomplex, potentially or actually forming a specialized cluster. For each group of objects under study (agricultural organizations growing oilseeds, carrying out primary and industrial processing, oil extraction plants and fat plants), indicators for analyzing industry trends, efficiency of functioning and development processes, structured in a model, are proposed. The study of industry trends was carried out on the basis of determining structural changes, consolidated natural and financial indicators of production and economic activity; efficiency of functioning - according to consolidated specific and relative economic indicators; development processes - according to quantitative indicators of qualitative changes, innovative areas of improvement, involvement in government programs for the development of the industry. The article presents part of the results obtained for agricultural organizations. The use of graphical tools made it possible to evaluate trends and synthesize into a system diverse indicators that characterize efficiency; in particular, their steady growth in sunflower production and a decrease during processing in agricultural organizations were noted. The results of the analysis of the system of proposed indicators for assessing the development, export of sunflower seeds and oil to the world market confirmed the high level of development of sunflower-growing agricultural organizations. The proposed model was tested on official statistical materials recorded in the annual accounting reports of enterprises in the Saratov region. The practical significance of the work lies in the use of research results to make decisions on the rationalization of production and economic processes and development strategies.
