Abstract: The issues of finding tools to preserve the rural population, replenish and renew human resources in agriculture continue to be the most acute, despite all the measures taken by the state and business. Neither the increase in the level of wages, which in itself is a tool with ambiguous socio-economic consequences, nor the strengthening of the state's activities in finding possible sources of solving the problem of the outflow of rural population and the shortage of specialists in the field of agriculture, have so far not affected the negative dynamics of key indicators. The article offers a view on the problem based on a change in the basic paradigm of the market economy – the role of private property as the only effective form of securing rights for the development of society and the economy. As an argument for their position, the authors primarily turned to the works of the classics of economic theory, both popular and ostracized trends, but at the same time soldiery in certain aspects of property relations.
