Abstract: The progressive development of Russian organic agriculture on the basis of technical and technological development is possible only with targeted state support. World and Russian experience shows that state incentives create favourable conditions for the development of this area. Moreover, state incentives should be carried out in a number of areas: such as training personnel, creating favourable economic conditions at the conversion stage, monitoring the implementation of indicators for the development of organic production and promotion in the domestic and foreign markets, stimulating retail chains and marketplaces to promote organic products and products with improved quality characteristics. Government incentives can be implemented by both financial instruments and protectionist policies. The article presents an analysis of measures of state stimulation of the development of organic agriculture in a number of countries - leaders in the organic production market, also analyzed the level of development of organic agriculture in the EAEU countries. The article presents the main recommended indicators of the development of "organic" agriculture and substantiates the directions of state stimulation of the development of "organic" production
