Abstract: The article considers the factors influencing the labor potential formation and identifies the distinctive features of this process in cities and rural areas. Based on statistical data and the results of a sociological survey, an assessment of the demographic, migration, educational, professional and social characteristics of the labor potential of urban and rural territories of the Republic of Bashkortostan was carried out. Disproportions and imbalances in the development of labor potential, caused by uneven socio-economic development and competition for labor resources between the city and the village, have been identified. It is shown that negative demographic trends, migration outflow and unfavorable employment conditions lead to the degradation of human capital in rural areas and the agricultural sector. Based on an integrated approach to meeting the personnel needs of enterprises and organizations of the agro-industrial complex and creating support settlements as centers of attraction of resources and competencies, the feasibility of using simulation modeling for monitoring and forecasting labor potential, taking into account demographic, economic, social factors and the behavior of agents in local labor markets, is substantiated. The main blocks of the conceptual model of the provision of rural areas with labor resources are proposed.
